On Friday, 18 January 2008, the Iranian-American Community of Northern
California has invited Professor Raymond Tanter, former member of the White House National
Security Council Staff and current President, Iran Policy Committee, to discuss terrorist threats
to California.
California's ports comprise the largest entry point for U.S. imports. Because of the size of
California's ports and the inability to screen all cargo, particularly the large number of containers
that enter the Port of Oakland, the Bay area remains a vulnerable target for al Qaeda.
Iran, due to its ability to disrupt the flow of oil from the Persian Gulf, also poses a threat to the
economic security of California. In 2006, approximately 38% of the oil entering West Coast
ports originated in the Persian Gulf. Iran continues aggressive actions in the Strait of Hormuz,
taking hostage 15 British sailors in March 2007 and harassing U.S. Naval vessels with
speedboats in January 2008. These actions caused spikes in the price of oil and Iran maintains
the capability to cause longer term elevations in the price of oil by disrupting naval traffic.
At issue is whether Washington, without fear of retribution, would dare exercise effective
leverage against Tehran to coerce it from disrupting the flow of oil in the Strait of Hormuz. Prof.
Tanter will discuss how the United States can employ its latent leverage to deter Iranian
aggression and how the democratic Iranian opposition can reinforce sanctions against Iran.
